INCENSE: The use of incense and other aroma-producing items are prohibited in the apartment complex. They create a very intense smell irritating to many people and dangerous for people suffering from allergies or asthma. Some types of potpourri may also not be allowed if the smell is overbearing.

CANDLES: Candles are prohibited at our college housing complexes, and are strongly discouraged at all other apartment complexes. Where candles are permitted, they must be carefully and continuously monitored while they are burning. At no time under any circumstances should candles be left unattended for any period of time. If a resident is burning a candle, they must be sure to carefully and completely extinguish it before leaving the room. Also be sure that no wax is permitted to drip on any walls, woodwork, window sills, heat registers, carpet, etc, within the apartment. Wax removal is time-consuming and will be billed to the resident.

COMMON AREA SCENT: Most of the Northern Management complexes have had air fresheners installed in the common areas. They have not been installed to “eliminate” strong odors, but are installed to help “keep” the hallway smelling fresh and pleasant. The smell of the common area hallway is directly associated with the smell inside each apartment. Keep the smell within the apartment contained at all times so it is pleasant to all neighbors. When cooking, please run the range hood fan to eliminate strong cooking odors associated with certain foods and/or spices. Make sure that all garbage is taken to the dumpster on a regular basis so that smells associated with their contents do not increase to an intolerable level.

COOKING SMELLS: When making meals using grease, oil or using certain spices, the smell can be offensive to residents within the building. Northern Management does not tolerate lingering cooking smells similar to that of a noise violation. Not only does the lingering scent disrupt other members of the complex, but it diminishes the value of the building. Heavy cooking with grease and oils can cause severe damage to cabinets, carpet, walls, woodwork and appliances. When cooking with grease, oils or strong spices, during the appropriate months, the windows should be opened to allow the smell to escape. The range hood fan must be running to try to eliminate the odor. Never should any grease or oil cooking be left unattended for it is a fire hazard. Reminder to all: cooking fires are only spread by trying to extinguish with water; baking soda should be used instead. When cooking with grease and oil, the grease spreads into the air causing a greasy/oily film to remain on anything it comes in contact with. All cupboards, appliances and countertops should immediately be scrubbed down after cooking. The smell caused by cooking should always be contained within your apartment and should never be able to be smelled throughout the hallways or into adjoining apartment units.

KITCHEN SINKS, COUNTER TOPS & APPLIANCES: Most enamel surfaces are easily cleaned. However, they can also be easily damaged or stained beyond restoration. Heavy blows from a dropped cooking utensil or other heavy object can chip any enamel surface. Abrasive cleaners such as scouring powders and steel wool will ultimately scratch and ruin the surface of any enamel fixture. We recommend using a cleaning spray applied to surfaces and wiped with a sponge, paper towel or soft cloth. Scratches on the surface of countertops and appliances are the responsibility of the resident and may be deducted from the original security deposit. Cooking grease, tea leaves, coffee grounds or garbage left in sinks can cause stains that may result in permanent discoloring of the enamel surface. Please properly dispose of these items immediately after use.

SMOKE DAMAGE: Residents who smoke heavily and damage the apartment by doing so may be held liable for repainting or reconditioning the apartment walls, ceiling and carpets, or for any other process that may be necessary to restore the apartment's appearance and remove the odor.

SMOKING IN APARTMENT COMMON AREAS: Minnesota Law prohibits persons from smoking in the common areas of an apartment building (i.e., entry area, hallways, laundry room, community room, mail room, or other designated areas such as assigned non-smoking apartments). [Minn. Stat. § 144.413, subd. 2-Clean Indoor Air Act] Please be sure to dispose of all cigarette butts in the appropriate receptacles.

LEAD BASED PAINT: Housing built before 1978 may contain lead-based paint. Lead from paint, paint chips, and dust can pose health hazards if not managed properly. Lead exposure is especially harmful to young children and pregnant women. Before renting pre-1978 housing, landlords must disclose the presence of known lead-based paint and lead-based paint hazards in the dwelling. Residents must also receive a federally approved pamphlet on lead poisoning prevention. This information is included with your move in packet. If you have not received this information, it is the resident’s responsibility to obtain this information from Management.

FIREARMS & EXPLOSIVES: No firearms of any type may be brought onto or stored on the premises. Also included under the firearms category are large hunting knives, switch blades, bow & arrows, and any other type of instrument that can cause harm or injury. The storage of ammunition or raw gunpowder is prohibited on site, as is the reloading of expended shells. At no time is any person allowed to possess any materials or devices on the premises that are explosive in nature.

FIREWORKS: Some fireworks are legal in Minnesota at the present time. However, because fireworks are extremely dangerous and can cause substantial damage when ignited in or around a building, all fireworks are prohibited on the premises of our apartment complexes, and those possessing or igniting them will be deemed in violation of their lease. FOR EVERYONE’S SAFETY AND SECURITY, PLEASE DO NOT USE FIREWORKS ANYWHERE WITHIN THE VICINITY OF THE APARTMENT COMPLEX.

PETS: No animals are allowed in the apartment complex at any time under any circumstances without a written pet agreement being completed, signed and approved prior to move-in. The pet agreement outlines all pertinent policies and procedures. Pets are only authorized at the initial lease signing, and will not be allowed to be added during an existing lease term. The only exceptions to this policy are caged birds or fish. Under no circumstances will a ferret be permitted in an apartment. No one is allowed to bring animals onto the premises at any time. There will be an immediate carpet cleaning charge assessed to the resident(s) for any animal found on the property, and the animal must be removed immediately. Management will make arrangements to have the carpet cleaned, and the resident will have five (5) days to pay the balance due or a 25% additional charge will be assessed. All approved pets are to be monitored closely at all times. Never are they allowed to wander freely through out the apartment building.

WATER USAGE: Residents are not allowed to use the outside water faucet or run a hose out of their apartment for any purpose. Apartments that are not equipped with a dishwasher may not bring in a portable one without Management's written approval and additional fees paid (approx. $20/month).

WATERBEDS: Waterbeds are not allowed in an apartment without written consent from management and a signed waterbed addendum. With management's approval, the resident must provide a written binder from their insurance company showing management that they do have waterbed insurance coverage in their unit. If the resident's bedroom already has a bed in it, the resident must store the bed within the bedroom in which they reside. There is no additional storage space in the building for the bed. The resident will be responsible for damage to the carpeting by the weight or by color bleed-through. There is a $20/month charge in apartments where management pays for electric.

BALCONIES: Balconies are a very appealing aspect of some of Northern Management’s apartment complexes. They must be maintained free of garbage and debris. They are not an area on which to hang and dry clothes. They must be kept free of toys and other objects that will make the building look cluttered from the outside. It is illegal in the State of Minnesota for any type of BBQ activities to be performed on the balcony of an apartment building.

TELEPHONES: All apartments will be guaranteed that the telephone jack in the kitchen area is operational, except in the case of an unpaid bill. Management will repair or replace the telephone jack in the kitchen provided that it is not broken due to abuse. All repairs to telephone jacks must be approved by the management. Any resident hiring the telephone company to make a repair without management's approval will be held responsible for paying it. When the resident calls in to request telephone service, it is recommended that they do not subscribe to long distance service, and that each resident obtain a calling card. Individual telephone lines (separate telephone numbers) to the bedrooms are not allowed.

ELECTRIC SERVICE: If a resident has an apartment where they are responsible for the electricity, they must contact the local electric company at the time of their move-in and request that their service be connected. The electric company will inform the resident of any deposits for service and connection procedures. At the time of move-out, it is the resident’s responsibility to contact the electric company for the final reading and provide them with a forwarding address for the final bill. A resident’s electricity will be turned off on the day they request it to be taken out of service or in the case of nonpayment on the account. If an apartment has electric heat, it is strongly recommended that a resident sign up for “Budget Helper” with their local electric company. This program will help even out the electric payments during the year. RESIDENTS ARE RESPONSIBLE FOR THEIR ELECTRIC BILL THROUGHOUT THE DURATION OF THEIR LEASE.

LIGHTS: Replacement light bulbs (60 watt) will not be furnished. Northern Management suggests that you keep extra bulbs handy. When you move into an apartment they should all be in working order. In turn, management expects that all lights will also be working at the time of move-out.

LAUNDRY FACILITIES: Coin operated washers and dryers are located in some of the complexes. Individual apartments are not allowed to have laundry machines unless they are designed for them. Residents should carefully inspect the insides of the washer and dryer before they put their clothes inside to ensure that they are clean and free of debris, residue, old soap or items that may damage the clothing. Tints or dyes must not be used in the machines. Care must also be taken not to overload the machines, as it causes unnecessary wear on them, and the clothes will not be properly cleaned. If money is lost in the machines, a resident should contact the Resident Manager so that arrangements can be made for a refund. RESIDENTS ARE RESPONSIBLE FOR UNATTENDED LAUNDRY. MANAGEMENT DOES NOT ASSUME RESPONSIBILITY FOR LOSSOR DAMAGE RESULTING FROM THE USE OF THE LAUNDRY MACHINES. Tampering with coin-operated laundry machines is illegal. Please notify Northern Management with any information regarding damage or theft from the laundry machines. You may remain anonymous.

FURNISHED UNITS: (where applicable) All furniture must stay in the designated rooms. Residents may not move beds, mattresses, chairs, tables, couches, etc., to other areas of the apartment. The items must be in the original spot and assembled properly when the resident vacates or the resident will be charged. Furniture must be kept clean and not abused during tenancy. Furniture will be inspected upon vacating.

BBQ GRILLS: If the complex does not have a garage or built-in BBQ grills, residents may not have a grill on site. BBQ grills, lighter fluid, charcoal or any other flammable liquids should never be stored in the apartment building or outside the apartment building. The only storage place that is allowable is in a garage stall that the resident is currently renting. Extreme caution must be used when disposing of the charcoal. An unattended BBQ grill left outside the building is subject to immediate confiscation. All grills must be operated at a minimum of 15 feet from the building (is accord with Minnesota Law) and may not be used on the grass (lighter fluid kills the grass). Violators may be subject to penalties and charges if any damage occurs.

SEASONAL CLEANING: It is recommended that at the beginning of spring and fall a deep cleaning of your apartment be done to enhance the quality of your dwelling. A deep cleaning will eliminate dust and allergens in the air. At this time, evaluate your apartment for any repairs that may need to be turned into the maintenance department. Edge the carpet and linoleum to eliminate build up, clean appliances to improve performance and check all windows to make sure they are sealed properly.

RUGS: Rugs may not be placed in any common area outside of the resident's apartment door. Residents must keep all rugs within their apartment, since putting them in a common area (i.e., hallway, entry area) may cause a tripping hazard or obstruction.

OUTDOOR ACTIVITIES: No outdoor activities such as playing ball, Frisbee or golf should take place close to the building(s) or in the parking lot(s) of the apartment complex. Doing so could damage vehicles, windows, light fixtures or siding. The only exception for playing ball would be if an area of the parking lot has been cleared and/or so designated.

COMMON AREA GROUNDS: The resident is not allowed to alter the condition of the grounds without prior written authorization from Northern Management such as planting a garden, flowers, trees, shrubs, or adding permanent sporting equipment.

PROPERTY SPECIFIC GUIDELINES: A few of the properties that are managed by Northern Management have certain specialty items that are the responsibility of the resident. These additional policies are enclosed with your move in packet. If you have not received additional information, please inquire with Northern Management to find out if additional information is applicable for the property in which you are residing.

NON-WAIVER: Should either management (owner) or tenants waive the rights to enforce any breach of this agreement, that waiver shall be considered temporary and not a continuing waiver of any later breach. Although management (owner) may know when accepting rent that tenants are violating one or more of this agreement's conditions, management (owner) in accepting the rent is in no way waiving the rights to enforce the breach.

ENTIRE AGREEMENT: As written, this agreement constitutes the entire agreement between the tenants and management. They have made no further promises of any kind to one another, nor have they reached any other understandings, either verbal or written.
